This morning, the traffic lights were broken at the turnoff from the main dual carriageway on the way to work. As you can see, there are a few options here, drivers can U-turn as well as turning on or off the dual carriageway. I slowed down a bit and turned right. There was no-one waiting.
At lunchtime, I drove to B&Q and saw that there were no cars waiting at the junction.
Then I drove from B&Q onto the dual carriageway, and had to slow down to get a good view. One car used the junction before me, delaing me by about 12 seconds.
On the way back from lunch, the lights were fixed, and there were at least 9 cars waiting, one on the side road and 8 on the dual carriageway.

Hehe… yup, I’ve seen similar things happen. It often seems to flow _much_ easier when there are no lights there.

There is a Dutch guy, Hans Monderman, that promotes removing all traffic signals and road rules to slow cars down and make them think what they are doing - he says it makes streets safer for pedestrians and cyclists. Would probably make them flow better as well, as in your example.
